This is the library source this server loads its content from - the code system files, the packages, and the terminology sources it makes available. It is shown here as it is on disk.

The same URL returns the file itself to anything that does not ask for HTML: curl -H "Accept: application/yaml" /tx/r4/library, or /tx/r4/library?_format=yaml.
